Oh he totally earned dozens of spankings when it came to Kate. She would have been all "I'm a top, and I know best, so you'll do what I say" and he'd have been "Hah! I outrank you!" and she'd run to Gibbs to complain, and he'd say "Tony DOES outrank you", and then Tony would gloat so horribly and for so long that Gibbs would spank him for *that*. And then Kate would be smug - and that would set Tony off so the whole thing would start all over again. Poor Gibbs! They'd be a nightmare together. And she'd always be making snide remarks to Tony about Gibbs not spanking him *enough* despite the daily spankings but occasionally she'd be really sweet - like if he earned a really big spanking she'd go over to his place with pizza to commiserate with him even though she thought he'd deserved it.
