To be honest, I'm not sure the universe can stand up well without imprisonment. When I wrote G&DS I had no idea I'd end up writing fics in the actual BDSM verse and flesh it out more! I think they probably do have brigs and prisons. There's certainly a lot of corporal punishment and there probably IS capital punishment. I don't think each top can be a law unto themself.
