The two gun thing was a cheap trick of the kind they always pull with Ziva - she is ONLY about the guns and being an assassin lady. She has no inner life whatsoever apart from a weird 13 year old girl crush on Tony. I wanted to explore her inner life here - she's not an investigator - she's a spy. I have no idea what she's even doing at NCIS if I'm honest. McGee clearly outranks her and yet is still a probie. It seems to me that she might have insecurities about her investigatory skills (seeing as she's pretty new to it still compared to the others!) and her sense of belonging in a strange country with people who don't always understand her.

On the show if Ziva has a moment it's always about being scary and able to fight/crush her opponents. But on NCIS they spend most of the time taking photos and looking at photos on their plasma - not fighting. So she's redundant half the time as they've done nothing else with her.
