I had this epiphany as Ducky wrapped up is wonderful back story...

Ducky was Gibbs' first "rescue sub" and as it was worded, Gibbs gives them room to grow the way they need to. That works fine and dandy with all his other subs, but Tony. Gibbs is treating him with the room to grow mindset and Tony doesn't want to grow out on his own... Talk about crossed wires...

But I'm happy for the Woolsey/Ducky angle. I really, really like it...
